WMTW: When Maine voters go to the polls next month, they will find yet another citizen's initiative on the ballot designed to rein in government spending. It is called TABOR 2, the Taxpayer Bill of Rights. If approved, TABOR 2 would force state and local governments to limit spending to the rate of inflation, while factoring in population growth. A previous version was shot down in the 2006 elections. And back in 2002, the Palesky tax cap plan was also rejected by voters. On Saturday in Portland, using Longfellow Elementary School as their backdrop, opponents of TABOR 2 staged a rally in the pouring rain. The group was made up mostly of educators. Some carried signs with slogans such as, "TABOR would hurt our kids." A woman from Colorado spoke at the rally who said her state's version of TABOR has destroyed her schools.
