Foster Daily Democrat: The City Council voted to allow residents to vote on a citizen-initiated tax and spending cap this fall, coinciding with state and federal elections. About 75 residents voiced their concerns about the proposed amendment to the City Charter at a 90-minute public hearing Tuesday night in the Opera House before the council met in their chambers two hours later, the council voted to place the question on the Nov. 4 ballot.
