The Plain Dealer: The outcome of Issue 3, the four-casino amendment slated for November's ballot in Ohio, could hinge on the 33 percent state tax rate the plan would impose on casino operators. Critics say the rate is "one of the lowest in the nation," a thinly veiled giveaway to gambling operators, while supporters note that the 33 percent rate would be the fourth-highest among the 13 states that recognize commercial casinos. Issue 3 will be on the Nov. 3 ballot. Both sides know that voters might make their decisions based on whether they perceive this to be good deal for Ohio. "Frankly, this is what we believe the voters will look at," said Bob Tenenbaum, Issue 3 spokesman.
