He recently notified political colleagues that he's starting an initiated constitutional measure in North Dakota relating to a current national labor issue on secret ballots. The proposed ballot language is: "To preserve and protect the fundamental right of individuals to vote by secret ballot, where local, state or federal law requires elections for public office or ballot measures or requires designations or authorizations for employee representation, the right of individuals to vote by secret ballot shall be guaranteed." Sand said his work on the effort is so far very preliminary. "I'm really just raising money for it now," as well as briefing legislators and party and political colleagues, he said.
