Nebraska gets ‘F’ on ballot initiative process

Associated Press: A new report gives Nebraska and 12 other states an "F" on the integrity of their ballot initiative processes. The Ballot Initiative Strategy Center says in a report issued Thursday that most states that allow ballot initiatives are ripe for abuse, fraud and deception in the process. In Nebraska, the authority to make laws lies with the state's unique, one-house Legislature and, since 1912, in the initiative process. If people can gather enough signatures, they can have an issue placed on the ballot to change or create a law or amend the Nebraska Constitution. The report notes that one paid petition circulator testified that he signed some of his paperwork at home, even though Nebraska law requires it to be signed in the presence of a notary public.
