Medical-marijuana rule may impact Ariz. Initiative

Arizona Republic: The local leader of an Arizona medical-marijuana initiative called it a "sea change" for the movement Monday when federal authorities announced they'll no longer pursue prosecutions against individuals using the drug for medical purposes in states that allow it. "This is the most important event that has happened in the medical-marijuana movement in the last 30 years," said Andrew Myers, director of the group leading the ballot measure: the Arizona Medical Marijuana Policy Project. "It really can't be overstated." Deputy U.S. Attorney General David Ogden issued a memo Monday informing federal prosecutors that they "should not focus federal resources in your states on individuals whose actions are in clear and unambiguous compliance with existing state laws providing for the medical use of marijuana." The declaration represents a reversal of Bush administration policy and formalizes a shift hinted at in recent months by President Barack Obama and U.S. Attorney General Eric Holder.
