Concord Monitor: The ruling by Judge Diane Nicolosi paves the way for the case to be appealed to the state Supreme Court. Earlier, Nicolosi had ruled that the proposed tax cap, which was set to go on the ballot in November, was unconstitutional. She said the cap, which would limit the amount by which city councilors could raise taxes without a two-thirds vote, would contradict the budgetary process set out by state law. The coalition said Nicolosi judged incorrectly and asked for reconsideration. On Tuesday, Nicolosi denied the motion for reconsideration without comment.
