Topeka Capital-Journal: An effort to revive a constitutional health care amendment flatlined Wednesday morning in the Kansas House. When the constitutional amendment (HCR 5032) appeared headed for defeat on Tuesday, Rep. Virgil Peck, R-Tyro, cast a no vote — a procedural maneuver that allowed him to revive the issue targeting the federal health care reform legislation. Peck revived discussion on Wednesday morning saying that House members had received time to hear from their constituents. "I voted no yesterday to give you an opportunity, and this gives you an opportunity to do the right thing and vote yes," said Peck. The vote failed 75-47. Because it was a constitutional amendment, the support of two-thirds of the House — or 84 members — was required. The proposed constitutional amendment called for the state to "preserve the freedom of Kansans to provide for their health care" without governmental interference or coercion. It rejected any requirement that would compel people, employers or health care providers to participate in a health care system or purchase health insurance, but it wouldn't affect laws or rules in place as of Aug. 1, 2009.
