Columbia Tribune: State Rep. Ed Robb, R-Columbia, said passage would result in more direct funding for education. But that could mean there could be a greater push to pare other money from education programs outside the funding formula. Budget writers could decide that previously designated education funds could be used for more pressing priorities, he said, creating a funds replacement problem. Proposition supporters say the measure would bar the legislature from doing that. It says funds that "constitute new and additional funding for elementary and secondary education ... shall not be used to replace existing funding provided for elementary and secondary education." But Robb said barring legislators from cutting some education funds as Proposition A funding rolls in would destroy the ability of legislative budget committees to reduce spending on education programs deemed ineffective.
