Kennebec Journal: By the time voters get to Question 7 on the Nov. 3 ballot, they will have made decisions about gay marriage, the excise tax, medical marijuana, school district consolidation and two other issues. Local city and town clerks are hoping voters aren't too tired to vote "yes" on a measure that would amend the state constitution to give them more time to check signatures on citizen ballot initiatives.
Portland City Clerk Linda Cohen said it would help avoid overtime paid to staffers to check signatures. "A lot of times, people collect petition signatures for months and months and months and then turn them in to us at the deadline," she said. The proposal would increase the amount of time city and town clerks have to certify signatures from five business days to 10 business days, Deputy Secretary of State Julie Flynn said. It also clarifies some confusion surrounding calendar days and business days, which occasionally has been a problem, Flynn said.
This year alone, there are four citizen initiatives and one people's veto on the Nov. 3 ballot -- all of which had to be checked first by local city and town clerks before being submitted to the secretary of state. Clerks also had to inspect signatures for a second people's veto that could be on the June ballot if enough signatures are certified. People's veto petitions currently need 55,087 valid signatures to reach the statewide ballot.
