KTAR: The idea would be to ask voters to approve an amendment to the Arizona Constitution which would allow public money to pay for private school vouchers. State Superintendent of Public Instruction Tom Horne supports vouchers, but isn't sure going to voters would be a good idea. "The big problem would be getting it passed because it's been tried in a number of states, and it's always failed in the other states," Horne said. "I think what happens is that the educational establishment, such as the teachers' unions, spends a lot of money on advertising, saying that it will hurt the public schools, that it will take money away from them."
