Associated Press: A proposed constitutional amendment approved by the Arizona Senate would give the Legislature new authority to loosen voter-approved spending mandates in times of budget trouble certified by elected state officials. The Senate on Monday voted 17-12 for the resolution to put the proposed constitutional amendment on the November 2010 ballot. It now goes to the House. Arizona legislators for years have chafed under voters' spending mandates, particularly one that dramatically expanded eligibility and state spending for health care for the poor. Lawmakers' efforts to get leeway to relax so-called "voter protections" gained steam in the current budget crisis.
