Alaska Dispatch: Alaska Attorney General Dan Sullivan on Tuesday said an initiative that would require parental notification for minor children seeking an abortion is proper and can be presented to voters. Sullivan said the Alaska Constitution gives people the power to enact law by initiative. His initial certification of the initiative - the first step in bringing the issue before voters - was challenged recently by Planned Parenthood and Susan Wingrove.
