KSPR: A state judge has struck down a proposed constitutional amendment seeking to ban many affirmative action programs in Missouri. Cole County Circuit Judge Richard Callahan said in a ruling Friday that the secretary of state's office should have rejected the proposed initiative because of a technical flaw in how it was drafted. Callahan also said the ballot summary approved by Secretary of State Robin Carnahan was inadequate and unfair. The ruling means that supporters may have to start from scratch and submit a new version of the initiative to Carnahan's office. They also could choose to appeal.
