North Jersey.com: Voters will decide in November on a constitutional amendment that would ban the state Legislature from using taxes meant to provide benefits such as unemployment or disability checks for other purposes. The Assembly Monday voted unanimously to send the question to the voters. The Senate approved the amendment question last year. For nearly 20 years, lawmakers paid for programs such as Charity Care by extracting $5 billion from pots of money such as the unemployment insurance trust fund, which ran out of money in March and had to borrow from the federal government to cover benefit payments.
